Custom Format, Real-Time .jpg filename changes

Hello everyone! Odd request! I scan many photos. These photos' names are able to be customized through the scanner software so I can determine their end filename. I can scan a photo and have it say "abc001.jpg" or "helloworld001.jpg". This was great, until I started to need a customized name for every two photos, one that could not be formatted by the software. I am looking for something that will be able to take .jpg files and change their name automatically as I scan them in. Not in bulk at the end, but real-time. Specifically, my photos come out as .jpg files and I need them to be renamed to 1-1.jpg ; 1-2.jpg ; 2-1.jpg ; 2-2.jpg ; 3-1.jpg ; 3-2.jpg ; 4-1.jpg ; 4-2.jpg .... and so on for the rest of eternity. I know how to turn on my PC and that's about it. I'm doubting there is anything that will be able to do this, but I would love to find out if's it's possible.
