upgrade to Win. 10 2004

I like to know when to upgrade to Win. 10 2004? I am not getting a warning message stating not to upgrade to 2004. Does that mean my device is compatible but 2004 hasn't arrived yet? When will the bugs be fixed. There is another issue like the MS store refreshing itself again and again.
