I use MS OneNote. Initially the Windows+S would bring up screen clipping tool..In windows 8.1 Windows+S became for search..so then I used a work around posted on the MS blog which made the Windows+A the screen clipping tool (via regedit).

To open Snipping Tool, press the Start key, type snipping tool, and then press Enter. (There's no keyboard shortcut to open Snipping Tool.)
