When clicking refresh on the find my phone page it prompts me for my phone number and I check the box to agree to the terms and click done. It does not refresh the location of my phone. The location is still saying that it is from July 5th. I have lost my phone is there I can do to fix this or is there another service I can use to locate the phone.

Click Start and type Device Manager in the Search box. Click Device Manager in the Control Panel list. Locate the Disk drives item in the list and click the small arrow to the right to expand the list of drives. Ron, There are a few ways to tell, for any Surface Device: Use the Surface app. That will tell you. If you don't have this installed, you can get it from the Microsoft Store.
