Place the insertion point where you want the ruling line (underlining). On the Format menu, click Font. In the Underline style box, select the line style you want, and then click OK. For every blank space you want to underline, press CTRL+SHIFT+SPACEBAR.

The Rule Lines is just a background and it seems like it hasn't any relationship with each textbox. When you insert a picture into one textbox, the text will adapt itself to the size of picture and regardless of Rule Lines.

The fastest way to add a horizontal line or rule is to use the AutoFormat feature. When you type certain characters three times on their own line and then press Enter, those characters instantly become a horizontal line. Place the cursor where you want to insert the horizontal line. Type three of the characters listed here, and then press Enter.

Draw a line or align items. Select the slide where you want to use the ruler. Tap the Ruler on the Draw tab to make it appear on the drawing surface of the slide. Position the Ruler at the angle you want. Use one finger to move the ruler up/down or left/right. Use two fingers to rotate the ruler to the angle you want.

OneNote Rule Lines. Whenever I take notes in a text box with rule lines (narrow rule, and 11 point font seems to fit perfectly into the lines), after just a few lines the text begins moving down until it is past the next line, like this: ----. Text. ____. ----. Text.
