When Sync settings is turned on, Windows syncs the settings you choose across all your Windows 10 devices that you've signed in to with your Microsoft account. Note You can also sync your settings for a work or school account if it’s allowed by your organization.

So, I like to sync everything on the list in the 'sync your settings' settings, but I notice it isn't working, or at least, some of it isn't. I have all options turned on on my laptop AND my Surface, and the theme isn't syncing. On my Surface, the desktop background, colour, and lock screen are different from my laptop, and won't sync.
