Unable to update W10 Version 1809, error 0xC1900101-0x40017
I have a Dell laptop with Windows 10 version 1809, OS build 17763.1518. I have been trying to update Windows 10 for months, but it always fails at the end. Most recently I tried the Media Creation Tool, and the ISO method to update. This also failed, with the following end message: We couldn't install Windows 10. 0xC1900101-0x40017. Failed in Second Boot phase with an error during Boot operation. I read a lot of posts about this error code and it seems like no one knows how to fix it. Is there anything that can be done to fix this problem so that I can update to a later version? I understand that version 1809 is about to be terminated.

Windows Memory Diagnostic
Hello Windows Community, The Memory Diagnostic tool restarts your computer (so nothing is loaded into memory) and tests your memory for defects. How often does anyone use this tool?
I need help, I have had a bootloop for the last 5 hours and I don’t know what to do. I can’t open the troubleshoot page, or safe mode page either. It’s just stuck on a loop. I was using my computer for some work, and right when I was about to shut it off it froze, so I turn it off from my power on/off button and then Turn it on again because I was scared something might of happened. Then I just get stuck in this loopboot and can’t do anything. The only thing I can do is as soon as I turn it on I can go into my motherboard settings (Asrock UEFI). I have never had this problem before. It’s a custom built with a Asrock B450M-HDV R4I believe. The CPU is a AMD Ryzen 5 1600 Six-Core Processor. Also I updated windows last night, so i don’t know if it has anything to with the update. Is there any way I can like reset it from the bootloop or something? should I erase the SSD data or something?
Select Start > Settings > Update & Security > Troubleshoot > Additional troubleshooters. Next, under Get up and running, select Windows Update > Run the troubleshooter. When the troubleshooter is finished running, it's a good idea to restart your device. Next, check for new updates.
Critical troubleshooting will automatically fix things like corrupt settings that keep critical services from running, make adjustments to work with your hardware, or make other specific changes required for Windows to operate with the hardware, apps, and settings you’ve selected. These are changes you won’t notice.
