In Group Policy, within Configure Automatic Updates, you can configure a forced restart after a specified installation time. To set the time, you need to go to Configure Automatic Updates, select option 4 - Auto download and schedule the install, and then enter a time in the Scheduled install time dropdown.

Go to: Settings > Update & Security > Windows Update > Advanced options > under Choose how updates are installed> select Notify to schedule restart. You can either let Windows schedule a restart during a time you usually don’t use your device or select a restart time yourself. You can schedule the reboot up to 6 days in the future.

If I have understood right you are having azure web app with basic sku and wants to schedule restart of web app in night, If so you can use WebJobs to run a background task to restart the Web App on a schedule. WebJobs is a feature of Azure App Service that enables you to run a program or script in the same instance as a web app, API app, or mobile app.
