Select Start > Settings > Update & Security > Troubleshoot, or select the Find troubleshooters shortcut at the end of this topic. Select the type of troubleshooting you want to do, then select Run the troubleshooter. Allow the troubleshooter to run and then answer any questions on the screen.

In the search box on the taskbar, type Surface Diagnostic Toolkit, then select it in the list of results. If it's not already installed, you can download it from the Microsoft Store. Follow the on-screen instructions in the Surface Diagnostic Toolkit. The diagnosis and repair time usually averages 15 minutes or less.

Solution. The directory isn't enabled for password reset. In the Azure portal, change the Self-service password reset enabled configuration to Selected or All and then select Save. The user doesn't have an Azure AD license assigned. This can happen if you don't have an Azure AD license assigned to the desired user.
