In Stream, select the Share icon from either the video page or when finding videos through search or browse. On the Share tab, copy the link URL to share the video in a message to your coworkers. You can also share the link from the address bar of the video page directly.

Re: Teams issue - "video sharing is disabled by the administrator" - when external users j @halbp I wasn't able to get the exact same results as you (we have a meeting policy in place for our students to prevent them starting meetings so that only staff can start a meeting) but the result was the same.
